During his life, he relocated from his native Calabria to the Milanese hinterland, specifically settling in Buccinasco, alongside his brothers, Antonio and Rocco.

Papalia became a significant and influential leader within the 'Ndrangheta, a powerful Mafia-type criminal organization. He was widely recognized by authorities as a primary head of the organization's operations in Northern Italy.
