Global Rule of Law Report Highlights Rising Authoritarian Pressures Alongside Gains in Anti-Corruption

The World Justice Project released its comprehensive Rule of Law Index, presenting a detailed overview of the health of legal institutions across 142 countries and jurisdictions. The nonpartisan organization evaluated institutional integrity, civil liberties, and judicial effectiveness based on data gathered from over 214,000 household surveys and 3,500 legal experts. While the annual report identified encouraging developments in anti-corruption efforts, it emphasized persistent long-term declines in democratic checks and balances and core human rights protections around the world. According to the findings, the factor tracking the absence of corruption improved in 59 percent of evaluated nations, marking the first time in five years that more countries advanced in this metric than declined. In addition, a majority of jurisdictions showed improvements in their criminal justice systems, and slowdowns were observed in the erosion of civil justice accessibility following years of pandemic disruptions. Despite these targeted advancements, the broader global trend continues to reflect significant strain on constitutional systems. The study concluded that over 6 billion people now reside in jurisdictions where the rule of law is demonstrably weaker than it was in 2016. The index recorded that 81 percent of assessed countries have experienced contractions in fundamental rights protections over that period, while 77 percent have witnessed a measurable weakening in governmental checks and balances exercised by legislatures, courts, media, and civil society groups. The lawful transition of power also registered notable decline, worsening in 72 percent of surveyed nations during the eight-year period. In recent election cycles, ruling political parties maintained authority in 13 out of 15 countries displaying below-average scores on institutional transition metrics. Researchers noted that this consolidation of executive authority presents ongoing challenges for fair electoral participation and legal accountability across multiple regions. Nevertheless, several countries demonstrated that significant institutional recovery remains possible through democratic processes. Both Brazil and Poland emerged among the most improved nations in the latest assessment following national elections that ushered in new leadership dedicated to judicial restoration. Each nation had formerly experienced substantial contractions in judicial independence before shifting course through institutional and administrative reforms over the past year. The report underscored wide regional variations, noting that while nations such as Mongolia sustained procedural stability and high marks for personal safety, civil liberties experienced incremental strain. In Southeast Asia, Thailand showed gains in individual privacy protections and personal security, yet independent civic groups encountered ongoing constraints on public expression. The index highlighted that while standard legal frameworks often handle routine commercial and administrative issues reliably, vulnerable populations continue to experience unequal protection under the law. Legal scholars and international observers frequently rely on the index to evaluate whether judicial systems maintain sufficient independence from executive interference. The World Justice Project emphasizes four core principles in measuring legal stability: accountability, just laws, open governance, and accessible justice. The organization cautioned that as global crises proliferate, maintaining clear statutory boundaries and independent court supervision remains vital to preventing the arbitrary exercise of state power. President Neukom urged national policymakers and international bodies to reinforce protections for statutory oversight bodies and legal practitioners. He noted that the fight against corruption cannot be fully won if courts lose their power to review executive decrees and protect civil liberties. Legal institutions across both developing and developed nations face critical tests as they balance public security demands against constitutional safeguards. The findings will be presented to multilateral institutions and international bar associations to help shape ongoing judicial assistance programs. With courts across several continents facing increased political pressures and operational backlogs, international legal experts argue that safeguarding impartial judicial review remains fundamental to preserving global stability and social trust.
