In 1997, he was appointed as the first Chief Executive of the Hong Kong Special Administrative Region following the end of British colonial rule. His leadership was defined by the implementation of the One Country, Two Systems principle, which aimed to maintain the territory's autonomy under Chinese sovereignty.

His tenure as Chief Executive was marked by significant economic and social challenges, including the Asian financial crisis and the 2003 SARS outbreak. Tung also navigated complex political waters, including the controversial attempt to legislate Article 23 of the Basic Law. He served as the territory's leader until 2005, when he resigned from his second term citing health concerns.

After stepping down from his role as Chief Executive, Tung remained a significant figure in regional and national politics. He was appointed as a vice chairman of the National Committee of the Chinese People's Political Consultative Conference, serving on the 10th, 11th, 12th, and 13th committees. In this capacity, he acted as a senior political advisor and was regarded by state officials as a close friend of the Communist Party of China.

Beyond his formal advisory roles, Tung was often viewed as an influential behind-the-scenes figure in Hong Kong's political landscape. He continued to participate in public life and was frequently recognized for his contributions to the stability of the region. His long career spanned from the private shipping sector to the highest levels of political governance in China.

Personal Life and Legacy

Tung Chee-hwa passed away peacefully on September 8, 2026, at the Hong Kong Sanatorium and Hospital at the age of 89. He was surrounded by his family at the time of his death, according to statements released by his office. He is survived by his wife, Betty Tung, and other family members who attended his funeral services in North Point.

The legacy of Tung Chee-hwa remains a subject of historical analysis regarding the integration of Hong Kong into the Chinese political system.
